Utah County is located 44 miles south of Salt Lake City. "Utah," named after the Native American "Ute" tribe, which means "Mountain People." Utah County has a population of 516,564, with an area of 2142 square miles, consisting of 12 cities. There are two major universities in Utah County, including a public university (Utah Valley University) and one private university (Brigham Young University). In Utah County, there are many outdoor activities, including hiking, biking, walking, boating, fishing, skiing, skateboarding, hunting, and golf. Utah County also has a lot of art activities including painting, sculpture, dance, music and performances. Many cities in Utah County hold lots of local traditional festivals and characteristics every year. Utah County is a solid economic strength to promote innovation and economic development.

On July 13, 2011, Xining City and Utah County signed "The letter of Intent Between Utah County, The State of Utah of the United States of America and Xining City, Qinghai Province of the People's Republic of China for Friendship Relationship."
